KUWAIT CITY, Nov 3: The Philippine Embassy in Kuwait created an ATN (Assistance to Nationals) Task Force to conduct the necessary investigation on the recent deaths of some Overseas Filipino Workers (OFWs) in Kuwait, disclosed Philippine Charge d’Affaires Atty Raul H. Dado to the Arab Times on Monday following the death of two OFWs in September and four in October. The cases included two vehicular accidents and four alleged suicides by poisoning, hanging and jumping off a building. “The ATN Task Force will look into these cases.

A suicide is never presumed in law so we have to look into other angles. Our task force will look into the legal angles and not to presume that just because somebody fell off the building, it’s automatically suicide, in so doing, we hope the government itself and the legal system in this environment will be more open-minded to see that there are other conclusions aside from suicide in these very sad cases,” explained Dado.

The Task Force headed by Dado is composed of Vice- Consul Shiena Red Escoto-Tesorero as Vice-Chairman with members Ramon Nerida (ATN Supervisor), Muamar Hassan (ATN Officer) and translators Salahodin Tomas Magayan and Mohamad Nabel Mohamad Qasem. “All concerned personnel of the embassy have been instructed to extend the necessary assistance to the Task Force to enable it to conduct the above investigation.

The Task Force will transmit a report on the outcome of its investigation to the Department of Foreign Affairs for the information of the deceased OFWs’ bereaved families in the Philippines,” stated Dado.

One of the cases being investigated is the death of Lorelyn Gilvero who allegedly hanged herself in her employer’s home on Sept 13. Her body was repatriated on Sept 26 to the Philippines but forensic investigation continues. On the other hand, vehicular accidents claimed the lives of Daniel Lumactod Tiro and Merlanie Fuentes Canillas on Sept 26 and Oct 14 respectively. “The remains of Tiro were shipped last Oct 3 while the remains of Canillas were shipped to the Philippines last Nov 1. A case has been filed against the bus company that caused the death of Tiro while the suspect who ran over Canillas has already surrendered to police authorities and appropriate charges will be filed against the suspect,” informed Nerida.

Meanwhile, other cases that are being investigated include the death of Analiza Leonor Montevilla who allegedly committed suicide by drinking chlorox or bleaching liquid on Oct 10; Joselma Eusebio Villapando who fell off the 4th floor on Oct 15; and Joanna Humawid Ejansantos who fell off the 17th floor of her employer’s house on Oct 25. “We are all waiting for the official police report regarding all these cases. We have to see the forensic report and we’ll take off from there and take the necessary legal steps,” pointed out Nerida.

He also called on the public to refrain from spreading rumor or hearsays surrounding the death of the mentioned Filipinos and instead help the embassy in the investigation. “Some have been calling us up implying that there was foul play in the case of Villapando but no one has come forward formally to execute an affidavit. In the case of Ejansantos, the employer informed us that she exhibited abnormal behaviour before she allegedly took her own life. We welcome all the help that we can get from the public.

To anyone who knows anything about the mentioned cases, please do not hesitate to come to the embassy, furnish us with the information and we will give you all the help that you need,” stressed Nerida. Meanwhile, Dado told the Arab Times that they have sent a diplomatic note to the Kuwait Ministry of Foreign Affairs last year regarding the case of OFW, Love Joy Balagat who also fell off a building and died. “The forensics concluded that it’s suicide, but there might be another angle, manslaughter or homicide indirectly. We will continue coordinating with Kuwaiti authorities to get to the bottom of these cases and to ensure the safety of our nationals,” reiterated Dado.

On the other hand, Tesorero outlined that the death of the six OFWs are considered isolated cases, however the embassy is alarmed by these recent incidents. “We know that as human beings, we experience some problems, undergo difficulties and trials in life and in case, you have no one to turn to, you can come to us here at the embassy. We will give you our time, our presence, our advice if necessary. This should not reach to this point like what happened to them. Please do not hesitate to approach us. You can count on us during tough times,” she stated.
