NAIA Implements New “Hands-Off” Passport Policy

As of April 30, 2025, security personnel at Ninoy Aquino International Airport (NAIA) are no longer allowed to physically handle passengers’ passports during terminal entry and security checks. Instead, travelers must hold up their passports or valid IDs for visual inspection.

This policy was introduced following an incident where a passenger was denied boarding due to a minor tear in their passport—though the issue occurred at an airline counter, not during a security check. NAIA adopted the measure as a precaution to better protect passengers’ documents and reduce unnecessary contact.

The Department of Transportation (DOTr) has also reminded airlines not to abuse their authority in passport inspections. Airlines must coordinate with immigration officials of the destination country regarding damaged documents instead of making unilateral decisions.

NAIA is working with the DOTr, Bureau of Immigration, and airline partners to enhance protocols and prevent similar incidents. Passengers are advised to keep their passports in good condition and seek guidance from airport authorities or the Department of Foreign Affairs for any concerns.
