July 1, 2025: All Private-Sector Expats Must Get a Digital Exit Permit.

In Kuwait, expatriate exit permits are now mandatory for private‑sector workers starting July 1, 2025.

Here’s what you need to know and do:

Who needs an exit permit?

  • Private-sector expat workers: Required to obtain an exit permit before departure. This applies to all nationalities and professions in the private sector.
  • Public-sector or government‑sponsored project employees (e.g., visa 17 holders, ministry staff, mosque workers): These have long needed an exit permit—now fully digital via the Sahel app.

How to apply for an exit permit

For private-sector expats:

Submit a request to your employer via electronic platforms—either Sahel Business or Public Authority for Manpower portals

Include:

  1. Employee details (name, passport/CIV ID)
  2. Intended travel date
  3. Mode of travel (air, land, sea)
  4. The employer submits this to the PAM (Public Authority for Manpower). Approval is typically instant or very quick, and is available 24/7
  • Once approved, a digital exit permit certificate is generated—no paper needed.

For public-sector employees (e.g., mosque workers):

  1. Register your leave with the relevant department or ministry.
  2. Submit an internal approval letter.
  3. Visit the Integrated Systems Office at the relevant ministry (e.g., Islamic Affairs) to activate the exit permit in the Sahel system.
  4. Your digital exit permit then appears in your Sahel app, valid for travel via any border.

 

Tips & things to remember

  • Don’t travel without it! Leaving without a digital exit permit may result in delays or being denied boarding.
  • Employer responsibility: You must initiate through your employer; individuals can’t apply directly.
  • Available 24/7: The electronic system operates around the clock and approval is generally swift.

For government staff: The Sahel app is essential—your digital permit must be activated there before travel.

What to do before your trip

  • Confirm with your HR/sponsor that they’ve submitted the exit permit request via Sahel Business or  PAM.
  • Check your profile on the Sahel app (for public-sector roles) to ensure the permit is visible and active.
  • Double‑check the travel date and ensure no changes—these are recorded in the system.
