KUWAIT CITY, Nov 23 — Kuwait’s Article 16 has outlined five key cases where a visit visa may be legally converted into a regular residence permit. These rules aim to address practical or exceptional situations where a change of visa status is justified.
Below are the eligible categories:
1. Government Visit Visa Holders
Visitors who entered Kuwait on a government visit visa for any ministry, public authority, or institution may convert to a residence visa if they have a university degree or specialized technical qualification.

Conversion requires approval from the Director General of the General Administration of Residence Affairs.
2. Domestic Workers & Similar Categories
Domestic workers or individuals in related job categories may convert their visit visa to regular residency, following current regulations governing their employment sector.
3. Family Visit Visa
A family visit or tourism visa may be converted if the purpose is to join an immediate family member legally residing in Kuwait.
This applies to spouses, children, and parents, depending on eligibility rules.
4. Work Visa Holders Who Had to Leave Kuwait Urgently
Individuals who entered Kuwait on a work entry visa and began the residency process — but were forced to leave for urgent reasons — may convert their visit visa when they return.

5. Exceptional Humanitarian or Special Cases
