Philippine Migrant Workers Secretary Visits Kuwait’s Expatriate Labor Shelter Center

Kuwait — The Acting Director General of the Public Authority for Manpower (PAM), Eng. Rabab Al-Osaimi, formally received Philippine Department of Migrant Workers (DMW) Secretary Hans Leo Javier Cacdac and his delegation during an official visit to the Expatriate Labor Shelter Center in Jleeb Al-Shuyoukh.

The visit focused on reviewing the Center’s procedures for receiving expatriate workers and understanding the coordinated roles of Kuwait’s government agencies in ensuring a safe, humane, and well-supported environment for female residents. The Philippine delegation was briefed on the full range of services provided at the shelter, including healthcare, psychological counseling, legal assistance, and other essential welfare programs.

PAM officials also presented updated data and statistics on the Center’s operations, resident numbers, and protocols being implemented to safeguard workers’ rights and well-being.

During the tour, Secretary Cacdac closely examined the shelter’s care and rehabilitation programs, commending Kuwait’s ongoing initiatives to strengthen social protection and migrant-worker welfare. He emphasized the value of sustained cooperation between Kuwait and the Philippines, underscoring that bilateral coordination remains vital in addressing labor issues and improving services for overseas Filipino workers.

The delegation conducted an extensive walkthrough of the facilities, noting that the Center stands as one of the GCC’s most advanced models in terms of capacity, welfare systems, and humanitarian service quality.

At the conclusion of the visit, Secretary Cacdac expressed deep appreciation to Kuwait’s leadership and PAM staff for their continued efforts to enhance service quality. He affirmed that such initiatives demonstrate Kuwait’s commitment to protecting workers’ rights and maintaining a safe, dignified, and humane working environment for all expatriates.
