The Philippine Overseas Employment Administration has cancelled the license of Non-Stop Employment Corporation for misrepresentation in connection with the deployment of a household service worker (HSW) for Kuwait.
Administrator Hans Leo J. Cacdac said an investigation commenced upon endorsement of a report by Justice Secretary Leila De Lima as Chair of the lnter-Agency Council Against Trafficking (IACAT), relative to alleged cases of trafficking of Filipinos to Kuwait. Seveal recruitment agencies were mentioned in the report, including Non-Stop Employment Corporation.
Cacdac said the agency committed misrepresentation when it deceived the household service worker into believing that she will receive $400 as monthly salary, when in fact her household employer paid her much less. The same employer also transferred the worker to another employer from whose hands she suffered physical maltreatment.
The worker claimed she applied for employment in Kuwait for the position of domestic helper and was promised a salary of US$400.00 per month, the minimum monthly salary the government prescribed for HSWs, but her employer paid her 65 Kuwaiti dinars which is equal to US$112.00 only.
The recruitment agency’s Kuwaiti counterpart transferred the HSW to another household, when the original employer specified in the signed contract rejected her after working for a month.
The worker also testified that she suffered maltreatment with her second employer, working without enough sleep and food to sustain her strength.
This is the third time in three years that Non-Stop has been found liable for misrepresentation in the recruitment of OFWs. Under the “three strikes you’re out” principle with regard to misrepresentation as defined under POEA rules and regulations, an established third offense warrants the penalty of cancellation of license.
Cacdac also penalized Suad Dahham Hassan Thamer Est. for Recruitment of Domestic Staff, the counterpart agency in Kuwait, with disqualification and ordered the inclusion of its name in the list of foreign principals/ employers disqualified from participating in the overseas employment program.
Cacdac ordered the case against the direct employers, Majde-Ameen Goos/Hanade Al Bargouthi/Aboracan archived and their names included in the list of disqualified employers until they submit to the jurisdiction of the POEA. /END
