KUWAIT CITY — The Ministry of Interior has released a new circular outlining updated regulations for the recruitment of domestic workers, including revised lists of approved and restricted source countries as part of new labor procedures.
Under the updated policy, recruitment of male and female domestic workers is now allowed from 10 countries: South Africa, Benin, Senegal (for male workers only), Eritrea, Ethiopia, the Philippines, Sri Lanka, India, Vietnam, and Nepal.
Authorities said all recruitment applications will now be processed through governorate-level service centers to improve and streamline procedures.
The circular also identifies 27 countries from which recruitment is currently prohibited. Officials explained that the decision was based on recommendations and evaluations conducted by the Ministry of Foreign Affairs, the Ministry of Health, and the Public Authority for Manpower. In some cases, the restrictions apply only to female domestic workers.
According to officials, the updated regulations consider diplomatic and administrative factors, including whether the concerned countries maintain official representation in Kuwait.
The directive has already been distributed to residency affairs departments and related service centers and is now officially in effect.
